Automated meter reading (AMR), also known as “Smart Metering”, is a relatively new type of metering available for all utility supplies including electricity, gas and water. Under AMR, the meter typically records consumption data every half hour and transmits these details to a central point via a standard telephone line, a mobile telephone link, local area network (LAN) or even Mobile Text Message (SMS). A customer or a supplier can then view this data on a Day + 1 basis, as well as on a monthly or annual basis. Such accurate and up-to-date data enables users to manage their utility consumption in a way that cannot be achieved from conventional meters, since these are generally manually read only once a month or even less frequently, water meters often only being read once every 6 months. In addition, AMR compliments Bill Validation and enables a user to receive accurate billing from its suppliers and this in turn can avoid billing errors and having to arrange for meters to be read that are in remote or difficult locations. Furthermore, with the introduction of the Carbon Reduction Commitment (CRC), AMR will become a useful tool in reducing energy usage. Additionally, under CRC, AMR meters voluntarily installed will attract an Early Action Metric, which is a discount against CRC emissions for AMR’s installed before the end of March 2011. Installing AMR’s after the end of March 2011 will not increase the discount for the first phase of CRC. However, there are problems associated with AMR and these need to be fully understood before proceeding with any scheme.
